Put all your files into a folder and then drop the folder onto cabdir.exe from the SDK.
If you haven't got the SDK installed then you can probably find cabdir.exe easily enough by Googling it.

The plan is to release the Tornado on Thursday and then start work on the TacPack upgrade on Friday.
TacPack integration is new ground for us so I'm not sure exactly how deep it's likely to go at...
