Difficult to make out what's going on there with struts/windows on the upper fuselage.
They also appear to be using a sealion as a wheel chock.......fellow in the shirt and tie is about to investgate and run straight into the prop...
Perhaps the Sealion has stolen his toupe - Atlantic/Focker model 13
