I need help in choosing where to start for the php files. I found old files and a new php file.

The new file is the landclass for Oahu Island with the ground textures for the airfields on the island.

The older files that you probably have are most likely from Version one of about five years ago. If so, they are extremely hard on the frame rates. It wasn't until a few years ago that scenery design knowledge and tools came to the state that allows for detailed buildings and hangers to be both frame rate friendly as well as detailed.

With the next few PHPv2 packages, your scenery will start to look like this shot of Hickam Army Air Force Base.
