i cant afford to buy a new program, and the one i have was last sold in 2009, and wont work in win11.ive tried several things to make it work.

With IrfanView you can basically crop/scale/adjust an image but you can't paint with it.

I've have yet to find a replacement for vary old PSP6 myself.
I have GIMP but only use it vary sparingly and I use it for the filters, I really don't like GIMP. Don't like the UI and loading/saving files sucks.
I have Paint.net but is isn't much better than old MS Paint. PixBuilder Studio is also about the same Paint.net. Is Krita is another option. Have it on my Win7.

I subscribed to Adobe to get Photoshop for a bit but it's so expensive and I never took to either the program or their business model. All my paints in the SOH library were done with paint.net; the Windows-like UI suits me, it's well supported and regularly updated, and there's a big library of plug-ins to move it at least a little way in the direction of Photoshop. I'm sure much the same can be said of GIMP, which probably has more features out of the box but (I think) is trickier to use.
Affinity Photo is not free but it is an honest one-off, no subscription deal: It pretty much does what Photoshop does. You may want to check it out:

I love Gimp, I'm very happy with it. It does almost everything I need for repaints.
Gimp is good, but once in a while, you find a DDS texture that it won't open. When that happens, I use Paint.net as a backup.
