How to get rid of this...

The white arrow showing you your pop-up controls doesn't disappear like it used to, how do you get that to fade away? My mouse is motionless and it still persists.

For me TAB key turn it on and off. Easy to use.

Thanks YoYo, I did not know there had been a key command implemented for that.

I checked my settings and I see that this TAB for on/off works in my VR mode as default, but not on 2D screen.
This is this option I suppose:

You can bind here TAB also or the button to check it.

On 2D screen the default is Up Arrow. It removes the menu bar until you move the mouse again.

I think you can also set your mouse pointer to the border of the screen (up, or sides), then the bar will behave as before.
This is in windowed (maximized) mode though, not fullscreen.
