Yes you can, Its all available in the built in store.

I don't think you understood that correctly.

When you buy Deluxe straight out, you pay the $90, which includes Standard version. But if you already have the Base version, you pay the difference for now (right now $30 for each upgrade). Later the price to upgrade will be higher than the price difference between Standard and Deluxe or Premium Deluxe.

That is what I understood from a Microsoft notification a short while ago.
