I am not a Catalan speaker but I think that Govern Balears is not correct, it should either be Govern Balear or Govern des Illes Balears. Indeed the second is what is used in other photos of Govern des Illes Balears helos that I have been able to find. Have you found photos of EC-FVM with the Govern Balears signage?
