To answer your original question, no, P3D can't do real weather. Most of the people I know run Active Sky, I use FS Global.
What he said. You can't go wrong with anything by A2A. Take the time to read the posts in their forums. There's a level of realism and commitment almost unparalleled in the sim world.
I've been running FSX:SE under Windows 10 with no problems at all. Can't speak for FSX Acceleration. Performance was about the same as under Win 7.

It works! Plugged it into the A2A Cherokee and got talked down at Catalina Island, KAVX. Not the most graceful approach, but I didn't hit any trees and I didn't use the AILA display or the autopilot....
