Worthless

I expect this has come up and been covered before, but if so, I can't find any threads pertaining.
Why do some ships, close to land, go off course? I know about putting a gunstation in the DP, and changing the turning flag to "do not evade" ....thank you Cody. Still, I get ships that won't hold course.
I tried an experiment. Using two stock SHJ Barge and two JMK Kihansen. I put one pair of each in mid channel between Guadalcanal and Tulagi side by side at the same speed and a duplicate pair in the sound behind Tulagi Island. The JMK ships hold course. The SHJ Barge in the channel parallels the JMK, but the Barge near land in the sound behind Tulagi, veers to port and cruises up into the mountains of Florida Island. Is this just another AI quirk, or is there something I'm missing.
