How can I change a file Jpeg into a file Bitmap without losing the image quality ?

How can I change a file Jpeg into a file Bitmap without losing the image quality ?

Normally when you change from JPG into a 24 bits bitmap you loose no quality. The other way round you will loos quality as jpeg has a higher compression rate.
