As an ex Radio Engineer, the larger aerial looks similar to a UHF comms aerial, the smaller possibly IFF.
Navigiation aerials are usually fitted as pairs side by side each other.

Remembering back when I used to own / work on planes, the smaller antenna is a "Transponder" antenna and the larger one looks like a "com" blade. Usually (at least when I dealt with them) a Nav antenna is in the tail of the plane..

Big one is Vhf radio, (not VOR or ADF), small can be DME,Transponder,or TCAS
