It looks to me like major things such as releases get stickied at the top. Or other things that may be useful to the community at large. I would say your best bet is to ask a moderator.

someone beat me too it
normally the moderators do that automatically
but that depends when they are on line
im a floater i float all over:kilroy:
but have the tricks to do it in any forum
a pm to me usually works
i just got caught up looking at the screenshots
