Williams/Head?
Drivers?
Designer/Chassi?
Engine?

Money.

If you have plenty of that, you can afford better designers, engines and drivers.

After Renault pulled out as an engine supplier and tobacco advertising was banned, they've been struggling to get sufficient funds.
Having a major manufacturer providing funds, engines and support helps a lot.

You've sparked my memory Ferry.

True money is a big factor but I think the catalyst was the withdrawal of Renault and their lesser years running "Mechachrome"....

Frank Williams (miserable git!) and Patrick Head (living in the past).
The money is available, but the above pair have it tucked away in their own accounts.
