Seems like a great deal for about 20 bucks (limited time offer) but I wonder if this is just the old version with a few texture updates?

It seems to be a heavy overhault model, an the Cockpit is complete new, the old textures are not working anymore...

Even if the systems aren't too fleshed out, the introductory offer makes for a relatively good "bang-buck" ratio. This is very tempting.

Is this the same as was branded as CLS previously?

It may well be. A number of JF airliners are CLS under a different name.. the 146 is an example. That doesn't make em bad though
