We should be asking ourselves which country rivals France in the manufacture of ugly aircraft?
Only other thought I had initially was that it was Belgian but had no luck there.

The UVP airline was Ukrvosdukhput, which wasn't Belgian. Look at those high cheekbones, that buttoned-up tunic.
