Thinking I saw this in one of the Juptner books. Something American possibly...
Not sure about the Juptner book, but yes, she's true Blue.
Found a couple of Lairds that had similar "I" struts. Thats about it for me.

The designer of this aircraft once worked for a major U.S. manufacturer in the early 30's. He also designed another biplane for the RCAF (a one-off) which competed against the Hurricane and Spitfire as a fighter/dive bomber. Ultimately that design failed due to poor visibility and other problems. That should at the very least point you in the right direction.
