Scenery Config in Windows 10 No Access to APP Data

Okay,
You FSX gurus, I need to know how to add scenery to FSX by hand when it will not allow it in the FSX scenery library add feature.
I attempted to go into the scenery.cfg directly but Windows 10 will not allow me access even though I am the Administrator of the machine.

Not being able to add scenery to FSX is not an option.
