The Navy's a little late in the laser weapons game. As for North Korea and Aegis-equipped sea vessels, a few laser-packing Boeing 747-400F's would provide a sufficient and more mobile deterrent.

That weapon will do wonders, providing...
... that water vapour between the target and LaWS are nearly absent as infra-red are absorbed by it.
... that the target moves in a rectilinear trajectory for at least 3 to 5 seconds.
... that it is covered by an infra-red absorbing surface.
But if it comes fast and uses evasive manoeuvres, or if it is covered by infra-red reflective or non-absorbing material, or if it uses stealth technology, or if it simply comes on a rainy day, pray that the weapons' officer has something else to throw at it.
Torture numbers and they'll say anything.
