I don't think this has been mentioned here yet, payware island of Guernsey by Earth Simulations.

Pretty much EVERY building is modelled on Guernsey, Herm and Sark including the airport, as you would expect!

Wow, this is amazing.
That kind of high detail and mix of photoreal scenery only works on islands though, IMHO. I suspect that any larger landmass would be very tedious to build with that kind of attention to detail and highres photoscenery (besides producing huge file packages).

Earth Simulations stuff yields generally great FPS.
Also their Shawbury Fields scenery package on mainland UK have great detail and and blend nicely with Horizon photo scenery.
