DX10 support was never fully implemented for FSX, thus why it's "Preview Mode" on the settings screen.
DX10 had too many glitches for me, including flashing runway textures.
I like the stability of DX9 better, personally.

Depends very much on your machine setup.
The DX10 "preview mode" in FSX Acc gives me up to 20 FPS more than the default DX9 mode.
I got a a pretty highend baby, see sig (I do 3D animation with that bugger).

If you use some planes that are in FS9 format, for flying or for AI planes (for example, "World Of AI" packages), go for DX9 because they won't work in DX10.
If you plan to use only real native FSX planes and traffic, go for DX10 and the performance boost that comes with it, despite the minor graphic glitches at the airports (dissapearing arrows and flashes).
Also, you have to rely on FSX to do the AA for you as it does support NHancer etc.
But it does give great looking water and there is the boost in FPS.
FSX is working fine with W7 and DX11.
