Had a look-see around: Government Stores = GSA Catalog [i.e. Sears & Roebuck. Monkey Wards or J.C. Penny's] wound be the answer. Anything that it takes to run the day-to-day operation of an organization.
General Cargo = Lumber, Cement, Asphalt, Hardware items in bulk, Steel, (DOD) Cargo that is susceptible for loading in general, non-specialized stowage areas or standard shipping containers; e.g., boxes, barrels, bales, crates, packages, bundles, and pallets.
So anything that does not require special handling or packaging.
That's the best I could come up with, hope this helps ya.

I'm busy reading a book on shipwrecks. Government stores and general cargo is mentioned quite a bit in reference to some of the ships that have sunk and their cargo.
