According to one source this wheel arrangement was done just as a gag to try something different, however proved to be successful in races.
Due to problems with the ground handling a "standard" gear was installed later on.

In fact it is the Howard DGA-4 "Ike" with its experimental tandem wheels. Some sources state that it is a DGA-5, however according to aerofiles this seems to be incorrect since there were 2 DGA-4, "Mike" and "Ike".

One of the many post-war Formula One (Goodyear) racers, the Flightways (Fliteways) Special (NX18219) by a team including Ben White.
Flown 1947, lost 1948
This VW/powered one was the first aircraft designed/built in that country.
That is the Bocono I built by Vicente Zambrano from Venezuela, first flight around 1965 I think.

Correct on all points! Thew aircraft was donated to the Venezuelan Air Force Museum, but there she was considered as "of no interest" and was destroyed at a later stage.
Mr. Z also started construction of a small heli, but that was not finished.
