The Schroeder Dragontail Goodyear racer (N60298 and race # 50). Lost before it could compete.
I should have made a bet that the correct answer for this mystery would come from wout.

There is some Piper in it, but remainder is own design.

That, Sir, is 100% correct. Registered N3M and reportedly Mr. Bailey may even have built two examples. Sadly Mr. Bailey lost his life while performing in N3M in October 1950.
