The parking brake sometimes gets stuck - if you toggle the parking brake off/on/off a few times it'll release.
I've had this as a chronic problem too.

Mind, if an aircraft doesn't actually have parking brakes you are rather stuck.

The sim will apply a parking brake regardless; there may be an option for it in the apron.flt or runway.flt files inside the aircraft folder under the [Controls.0] section. Change ParkingBrake=100.00 to ParkingBrake=0.
