I looked high and low for it, but sadly without any result.......

I emailed the admin of the visual flight forums but don't expect to here back from anyone. The site is there but all of the links on it point to another server that is dead.

I just managed to download the FS2004 Toolkit1.0a from a snapshot of the Visual Flight website in the Internet Archive. Would there be a problem sharing it, or posting it here? It was free... Would this fit the description of 'abandonware'?

This sort of questions are always good to start a fierce discussion . As there doesn't seem something like a general opinion, I can only give you my own.
As the developer has made it available as freeware in the past, I don't think there is reason why you couldn't make it available again. The only things I think the developer would expect from you is that you give him the normal respect and credits. In the readme file, I would mention that the attempt to contact the original developer didn't work, but when somebody think he/she can claim the rights on the software, he can contact you.
I think the opinion some people have that you can't make this kind software available again, doesn't really match with the fact the developer made it available as freeware already many years ago. For me the fact the developer made it available as freeware is a crucial difference with for instance abandoned payware.
But as said just my personal opinion,
