If You need only to unpack .rar files You would follow Moparmike suggestion, I use 7-zip since a long time and I am very happy of it.

A good free program is The Gimp which is a sort of free Photoshop, it is a bit hard to learn how it work but when You master it You will be able to do wonderful things.
Another option is NET.Paint...

It means that You have to start from an "out of the box" install without any added features but the official patches v3.1 and v3.1a in this sequence.

Did You follow the correct installation sequence ?

1) Start from a FRESH UNMODDED CFS3 install patched to v3.1 and then v3.1a

2) Install ETO 1.0 following the installation...

For proper installation You must install ETO 1.0 first and then ETO 1.2
