Have you installed FSXMesh? If so, uninstall it. There are known “plateau” issues with this happening at some airports in P3Dv4. The developer is trying to find a fix.

Beautiful flying machine, but I can't get the "Volts" light to go out on the warning panel. I've got the generator on and am following the startup checklist. Am I missing a switch somewhere?

Have you looked at Military AI Works? You should find what you need there, including the AI traffic that goes with each scenery.

Works fine for me, but I have to manually start it after I start P3Dv4. I put a shortcut on my task bar. I could not get it to auto start through the .config file.
