Oparea File Update for Mission Builders

A highly modified oparea.dat file for mission builders. The original oparea.dat file was optomized for the Pacific Theater and was not useful for world wide deployment or mission building. This file is organized by theater and by country with a section for WW I France and should give mission builders great flexibility in getting to where they need to go when navigating to their mission's location.
