I think Formation Setup is what you are after:

I use AirTrafficX. It's payware, but not expensive if like me, you get many hours of enjoyment from it. It's very easy to use, and the combinations of aircraft in formation is limited only by your imagination. Mine is pretty fertile!

I haven't installed yet since moving to P3D and I cant remember which one is which ...but ...theres a huge difference in functionality between them.

One has the formation following you where ever or what attitude you take ( I think it maybe the payware one ? ) which to me is no fun at all .

The other one sets up the formation with whatever you choose to fly and you have some control over flight route ( some kind of lap around the airfield or straight ahead ) . To me , a lot more fun as you are trying to keep up or maintain formation

With AirTrafficFX you can also add formations with an IFR flightplan. Although they don't take off and land, they start in the air, then follow the flightplan waypoints then return to the start point.
