Forgive me for asking this, most games this is pretty clear but with FSX nothing is clear.

While the bloom effects make FSX look great they do eat up a bit of performance, especially in dense cloud areas for me.
The question is bloom heavily dependant on the CPU or is it all entirely GPU dependant like with most games, and i can remedy my problem with a graphics card upgrade?

Bloom is, as far as I know, fully processed by the graphics card.

Guess theres nothing else to do than to try and get a GTX280 to use bloom :p
I find that without bloom on my current setup i'm able to max out weather settings and scenery settings with ground shadows off and 10m terrain mesh and 60cm resolution. Though i do need a bit more ram, dedicated harddrive and a slight CPU upgrade because of a few stutters heh :p
