According to Orion from Strikingsoftware, yes there is a new public beta release of FSWC. There's a bit of documentation on what you need to backup.
The new version of FS Water Configurator (http://www.strikingsoftware.com/forum/index.php?topic=2982.0) is compatible with DirectX 10 and does let you control both the saturation and brightness, among other new adjustments.
Since I have Steve DX10 fixer, I'm not sure if I can use FSWC safely...

As the post (http://www.strikingsoftware.com/forum/index.php?topic=2982.0) says, there is automatic file backup. There are also detailed uninstallation instructions in the same post.
That post also answers the DX10 Scenery Fixer question...

It's the new public beta release of FSWC, released recently by Paul Wheeler and Orion Lyau.
