What you will need to do is open the file using any paint program (doesnt matter, but photoshop and paint shop pro are better, $$$) and edit the file.
To open the texture file (should be called XXXXXX_t.bmp), go to http://www.mnwright.btinternet.co.uk/programs/dxtbmp.htm and download the DXTBmp program. Open the texture file using DXTBmp and export it to a paint program.
Also, try searching for some free paint program. MS Paint will do, but its easier to use another program.
To save your paint, save your work first in the .bmp extension but dont overwrite the original file yet. If you read the help files that come along w/ DXTBmp, then you will know what type to save your paint in.
Haven't done it in a longggggggggggggg time so somebody please correct me if cfs3 is different that the other MS sims.
