Drop it in the the texture folder for the repaint you wish to test it on.
A search term of; GlobalEnv_AC_Chrome.dds in the the root Prepar3D v2 folder, will show you which models have them already.

or

Check existing texture folders for the aircraft of your choice. There may, or may not be one.

As far as the C-47 goes, I tried it in the Buffalo repaint only and it looks shiny everywhere but underneath; it didn't look as shiny as the undersides of the Buffalo picture you posted. In fact,
it was a tad duller. Went back to the original file for now.

Strange

did you added the file when the FSX is running with the airplane/texture paint?
Try to restart your FSX

My Bad. I didn't put your new DDS file in the Buffalo texture (I need to add it to every texture within the V2 of the C-47) and now the undersides shine just like yours.

Sure enjoying the recently uploaded "Buffalo and CP liveries.

How about the ole two tone orange CP paint work on the C-47 .... seem to remember seeing a photo of the real bird sometime ago now .... any takers ?? ... hint hint .

I have often wondered if FSX truly reflects the surrounding area off the aluminum skin, or if in reality FSX is simply projecting some other image using generic colors that one can interpret as being reflected off the surface of the earth or from the sky? Either way, it does not in the least reduce the artistry folks are showing in this craft, which is truly amazing. So, this is more a "scientific" question.

For the record, what really impresses me about this work even more than the reflections is the ability to render the aluminum panels and the various and often intrinsic undulations and seams that comprise an aluminum skinned aircraft. This work does that particularly well.

FSX can't have any truly reflects surrounding areas, this is only generic ''illusion'' of this pictures
