Is there a way to enable FSX to use the "Thunderbird" call sign for an F-16 in FSX? I tried making the airline name Thunderbird in the .cfg file but it is probably not one of the names in the voicepack or if it is I am not using the right syntax in the .cfg file.

MAIW (http://www.militaryaiworks.com/) has the THUNDERBIRD callsign included in their Nellis AFB package. Use the EditVoicePackX (http://www.editvoicepack.com/) freeware tool to import the file THUNDERBIRD.vcpmod into your FSX ATC voicepack. The instructions are included in the MAIW Nellis AFB package.
If that is done, just make sure your F-16 aircraft.cfg has this line in the proper [fltsim.*] section:
atc_airline=THUNDERBIRD
