Please help! How Can I shut Down This Admistrator Program!!!

Hi All I want to shut this pain in the neck administrator program..can someone please advise me on how to do it. I try to uninstall a program and all it says is try again, this program is in use.

On your keyboard, press Ctrl + Alt + Delete, then choose Start Task Manager, and choose the Applications tab. If you see that program listed as running, then shut it down.

Hopefully that will work.
