Panther,....if you would explain the significance of the Indian war bonnet and the Master Sargent (?) chevrons displayed below it. Dedicated to a particular individual that served in the Air Force?..........or something else?

I was wondering about that myself. Is there a certain NCO pay grade (E-9 maybe) in the AF that is addressed as "Chief"?
