put the planes you want on facility file of the base you want these on.

You are welcome. Most of the airbase facility files have generic aircraft entries such as "fighter" or "bomber" so the base can be used as a friendly or enemy base in quick combat mode. You can switch any of those entries with aircraft of a specific nationality and model. That base however will always have the selected aircraft sitting on it, even if you select that base using aircraft of an opposing nationality.

Thanks Lewis1177 but why static planes have not landing gear ?

If you are using large a/c as statics watch out for the fps drop when using some. The worst culprit is the B-17 - use more than 6 and the rate drops below 15. If an ai model is available I usually use that to reduce the drop fractionally.

Some a/c also 'mole' - appear part buried - when used as statics. For instance the Halifax B2 & B5 mole whilst the B3 does not.

Here's a pic of an attack on Japanese Betty Bombers in one of my PTO missions. As you can see the landing gear is down. The same with the Zero fighters I set up.

If you have a beta model in your aircraft folder that has no gear it may be spawning as a static aircraft. Otherwise anything that spawns should have gear. If you are going to set bombers about your airfield then use an ai model or make an ai model so you have usable frame rates.
