Aside from AirportforWindows (which appears to be down and out for now), what other freeware airport design package will allow importing a bmp to work from (as an aerial view loaded under the airport your working on to be sure everything is set properly).

FSSC (much more flexible than Airport and can be used for fs2000-cfs2-fs2002-fs2004

I'll Third that opinion. FSSC works famously.

Now if it were just as easy to remove stock scenery that gets in the way.
